On August 23, 1991, Timothy Berners-Lee, also known as Tim-BL (above, left), opened the World Wide Web to new users outside of CERN, the European Organization for Nuclear Research. Tim, a British scientist working at CERN, invented the World Wide Web two year before that in 1989. Eventually, in April 1993, CERN decided to put the WWW software in the public domain, making it available worldwide for open use.
